Wearing Headgear

clickable arrowQ1. When participating in Scout activities and training events while wearing the uniform, when is it necessary to wear the headgear?The headgear is a basic accessory of the uniform. When participating in Scout activities and training events in uniform, Scout members shall have the headgear with them and shall wear such headgear in accordance with the general principle that headgear shall be worn outdoors and not indoors. Regardless of whether indoors or outdoors, all Scout members shall wear headgear during investiture, reaffirmation of the Scout Promise, flag-raising, flag break, flag-lowering and flag presentation when in uniform. In special circumstance, the Leaders-in-Charge of the Scout units/events shall flexibly handle the arrangements for headgear based on the on-site environment and/or actual situation of the Scout members. When not wearing the headgear indoors, the Scout members’ uniform shall be considered tidy.

When wearing the uniform, is it necessary to wear the headgear while traveling to and from Scout activities and training venues?Scout members wear their headgear in accordance with the general principle that headgear shall be worn outdoors and not indoors. In the case of special circumstance, the Leaders-in-charge of the Scout units/events shall make appropriate arrangements and, in advance, inform the uniform wearing Scout members about the arrangements for headgear.

During Scout activities and training on an open/half-open covered playground, is it necessary to wear the headgear when in uniform?Generally speaking, when in uniform, Scout members shall wear their headgear when outdoors and remove it when indoors. Depending on activity or the training, the Leaders-in-charge of the Scout units/events can specify whether Scout members should wear headgear.

If the uniform accessories are incomplete, should Scout members still wear the headgear?If the uniform accessories are severely incomplete, it is not recommended to wear the headgear, nor is it recommended to wear an incomplete uniform. The Leaders-in-charge of the Scout units/events shall flexibly handle the arrangements for headgear based on the actual situation of the Scout members.

When participating in activities and training events of other organisations in uniform, Scout members shall have the headgear with them and shall wear such headgear in accordance with the general principle that headgear shall be worn outdoors while not to wear indoors. Scout members should also follow the headgear arrangements specified by the organiser during activities and training.
clickable arrowQ6. Scout members shall wear the headgear during the ceremony? During outdoor ceremonies, all Scout members, when in uniform, shall wear headgear. If the event is indoors, all Scout members, when in uniform, shall wear headgear when attending the ceremony of investiture, reaffirming of the Scout Promise, flag-raising, flag break, flag-lowering and presentation of flag, For other indoor ceremonies and situation , headgear are not required. On-duty Scout members shall wear or not wear their headgear in accordance with the other members present.

When Scout members are in uniform and make the Scout Salute, they shall wear headgear outdoors and not to wear indoors.
